Abortion Coverage Banned in High Risk Pool It will take 4 years for Federal Health Care Reform to go into effect. Until then, individuals with pre-existing conditions will have access to a new Federal High Risk Pool where they can purchase health insurance. In what looks like an attempt to head off more problems with anti-choice Republicans, the High Risk Pool "will not cover abortions except in cases of rape, incest or when the mother's life is in danger - exceptions traditionally allowed under federal law." Even if a woman wants to use her own money to cover an abortion proceedure, under this decision no insurance plans in the High Risk Pool are allowed to cover abortion.
